And it is almost exclusively about improving the offense.

i think you are hearing herm in the way you want it to be.

herm preaches after every loss that the reason they lost is PENALTIES...not his playcalling.

so he is, in my strong opinion. referring to all the penalties and mistakes his players made on the field, not his playcalling.
