I want to see 1 vote per state. Popular vote wins each state. Overall popular vote can break any ties.

Agreed, but then that would be too easy depriving the American public of weeks of hanging, dimpled and pregnant chad news coverage.

Any state that still uses that form of voting should be removed for the union during election years.
