Here's a good article that explains why we don't get caught up in the first 24 hours of Free Agency, and I really do think that Pioli believes in this method.
It basically states that Teams overspend in the first few days of Free Agency. If you sign someone within this time period, the agents know they hold the cards, and you need to be prepared to pay a handsome price tag. It is usually a bunch of high risk contracts (mainly because there is a-lot of money involved in these contracts, and if they don't work out, you're strapped)
The second tier of Free agents is what Pioli likes to go for. Lower risk regarding to money(contracts are not as large) but most of the prospects are capable of over achieving compared to the contracts they sign.
We have seen from teams like Washington, Philly, and Dallas, that making that big splash in the first 24hrs doesn't exactly always work out...
I'm not worried we haven't made a big splash, although I would like to see us nab Winston...Guys like Tolbert are in that second tier who we will see signs within the next few days

This is a fun time of the year, but do not overreact to a team's big-ticket signings, or lack thereof. Remember, the last free-agent period gave birth to a nickname that haunted a certain franchise all season. Be patient, analytical and most of all objective with all the moves to come.
This isn't really big news, but the Bears have signed WR/KR/PR Eric Weems to a 3 yr deal. (source) He was a very good special teams player with the the Ravens.
