So he gave basiclly an invalid ticket, so they technichally don't owe.

Anyways, my question is how did they get their drivers licence if they don't speak English? If they don't speak it, I am sure they can't read it, so how did they pass their test.

If Texas is like California, the tests are printed in Spanish and English.
