It is because it is a critical area on the field where you need to score when you are in there. Who coined it I don't know.
HERM is calling it the GOLD zone?

It suggests that it may have been Joe Gibbs. Though any nuber of coaches and assistants, in the NFL, NCAA or any other level of football, or rugby sould maybe make a claim.
