Orton implied he would be ready to start when he said,

At least Dexter McCluster thinks Orton is ready to start:
“Honestly, whoever is called on to play quarterback, I know they’ll be ready
I have one simple question. If Orton is ready to start, why would you start Palko. Todd?

I really hope that Orton is in there sunday. Palko just can't play. Theres a reason that he was cut in the UFL.

Chiefs more than likely are playing this game as a strategy tactic. They want the Bears to keep guessing on who will start. I don't see why you would pay Orton 2.5 million to sit on the bench.

i too think this is just a poor mind game by the hobo.
He made bowe take a seat trying to get him better but we let our starting QB turn the ball over 7, 8 times and its ok.
i can remember what a chief super bowl team looks like! ......

If that's what Haley is doing it's a waste of time. First the Bears defense pretty much plays every QB the same way. Stop the run, try to pressure the QB with just your front 4. Play soft pass coverage keeping the play in front of you and wait for the QB to make mistakes (incompletions and interceptions). Try to jump routes and strip the ball to force turnovers. 2nd, What will Orton do that Palko wouldn't - besides throwing the ball into triple coverage, I mean? Third, the Bears probably know Orton as well as any team in the AFC West does. He played for them and practiced against many of those defensive players.

Bears coach Lovie Smith even said it doesn't matter who starts.
The Bears are more concerned with preparing for the Chiefs offense than figuring out who will be under center.

“A lot of questions are being asked about who will play,” said coach Lovie Smith. “It doesn’t really matter to us whether it’s Palko or Orton. We’re going to prepare for the quarterback position. We don’t feel like they’ll change up their offense either way based on who is there.” source

If it is a mind game it certainly is a poor one. The Bears are more worried about stopping Bowe than stopping whoever the QB is.

Really. Doesn't he have to start to improve before he can continue to improve?

Indeed. Where did he improve from his first disasterpiece to his second?
