With all the threads about speculation, can we make it mandatory for someone to post thier sources?

Well if you're speaking of personal opinion or "My cousin has a friend who has a sister who is close to the situation..." the source is pretty evident in both cases; the weight you lend it is up to you. You don't have believe it, but we do insist that all members post respectfully.
